N7/N11 Arklow – Rathnew

 

The N11 Arklow/Rathnew PPP Contract comprised four distinct elements as outlined below
- N11 Arklow/Rathnew. The design, construction, operation and maintenance of approximately 16.5km of dual carriageway on the Arklow to Rathnew section of the N11 along with associated link roads, side roads and junctions which connect the existing N11 Arklow Bypass with the N11 Rathnew/Ashford Bypass;
- Newlands Cross Upgrade. The N7 Newlands Cross Upgrade which replaced the existing at-grade junction located at the intersection of the N7 Naas Road and the R113 Belgard/Fonthill Roads at Newlands Cross in South County Dublin, with a grade-separated junction.
- Operation & Maintenance of existing N11. The operation and maintenance of an additional 30km section of the existing M11 route (Arklow-Gorey and Arklow Bypass), which will also involve some upgrade works.
- Gorey Service Area. The design and construction of the N11 Gorey service area, including the service area facilities.
The upfront design and construction costs were financed by the PPP Co who in turn are remunerated by payments (termed Unitary or Availability Payments) made by TII over the twenty-five-year operational period contract term.
In April 2013 the PPP Contract was awarded to N11 Arklow Rathnew PPP Limited with BAM PPP PGGM Infrastructure Cooperatie U.A as the shareholder.
