Luas Safety

The safety of Luas customers and personnel is of the highest priority for TII.

Luas Operations

The operation of the Red and Green Luas lines are contracted out by TII to Transdev Dublin Light Rail Ltd. which is the “Railway Organisation” and Operating “Safety Management Document” holder, as required by the 2005 Railway Safety Act [as amended by European Union (Railway Safety) Regulations 2013; SI 444 of 2013] for the operation of the Luas.

Transdev is also responsible for maintenance of the infrastructure and rolling stock. These functions are sub-contracted to Alstom Ireland Ltd/Veolia and Alstom Ireland Ltd. respectively. TII are the asset owners of the Luas fixed infrastructure and rolling stock and therefore, have the responsibility for ensuring that a strategic focus to the management of its infrastructure and vehicle assets is achieved, and is classed as a Railway Organisation.

TII continually monitors the safety performance of the Luas operation and carries out analysis of the incidents and accidents to identify trends and emerging issues. TII works closely with Transdev Dublin Light Rail Ltd and its maintenance sub-contractors to ensure that the high level of safety performances already achieved in operation of the Luas is maintained and enhanced. This includes working collaboratively with key stakeholders and interested parties to achieve safe interaction with Luas.

Where the interaction of third parties with Luas has given rise to safety related issues and incidents, TII with Transdev Dublin Light Rail Ltd, employ a strategy of improving the Luas infrastructure, devising new safety systems and developing safety campaigns to counter the risks involved.

TII in partnership with Transdev Dublin Light Rail Ltd develop and carry out safety campaigns. Luas safety campaigns carried out include:

  • Pedestrian Safety Campaign – October 2014
  • Motorists Safety Campaign – June 2014
  • Cyclists Safety Campaign - June 2013
  • Pedestrian Safety Campaign - June 2013
  • Motorist Safety Campaign - December 2013
  • Child Safety Campaign - July 2013

Authorisation for Placing in Service (APS)

The Railway Safety Act 2005, [as amended by European Union (Railway Safety) Regulations 2013; SI 444 of 2013] (sections 42 and 43), obliges Railway Organisations to submit an Authorisation for Placing in Service of New Works (APS-NW) and Authorisation for Placing in Service of New Rolling Stock (APS-NRS) to the Railway Safety Commission (RSC) before the bringing into use of same. TII as a Railway Organisation develops and applies for the necessary Authorisation for Placing in Service of New Works and New Rolling Stock.
