Regulation of Lobbying Act 2015

The Regulation of Lobbying Act 2015 as amended (the “Act”) is designed to provide information to the public on the identity of those communicating with Designated Public Officials on specific policy, legislative matters or prospective decisions.

With effect from 01 January 2025 (under the Regulation of Lobbying Act 2015 (Designated Public Officials) Regulations 2024 (S.I. No. 424/2024)), TII has been classified as a body containing public service positions which are to be considered as Designated Public Officials.

The Act is designed to provide information to the public about:

  • Who is lobbying;
  • On whose behalf is lobbying being carried out;
  • What are the issues involved in the lobbying;
  • What is the intended result of the lobbying;
  • Who is being lobbied.

The Act provides for:

The establishment and maintenance of a publicly accessible register of lobbying.

Obligations are placed on lobbyists to register and provide information regularly about their lobbying activities. Lobbyists must report on their interactions with the Designated Public Officials. The Register of Lobbying is maintained by the Standards in Public Office Commission (Standards Commission). Further information is available from the website lobbying.ie

  • (a) the name and (where relevant) grade, and
  • (b) brief details of the role and responsibilities, of each person prescribed as a Designated Public Official.

S.I. No. 424/2024 - Regulation of Lobbying Act 2015 (Designated Public Officials) Regulations 2024 (effective as of 1 January 2025) identified the following positions in TII as Designated Public Officials:
